Water Conservation Technique in India

Let’s look at some traditional and innovative water conservation methods prevalent in India.

• Bawdi/ Jhalara
Built in India since ancient times, the rectangular-shaped stepwells are used for collecting the subterranean seepage of an upstream reservoir or a lake.

• Bamboo drip irrigation
An innovation of north eastern states, this technique taps spring water to irrigate agricultural fields. It is practiced in hilly areas where stony terrain does not allow construction of ground channels.

• Talab/ Bandhi
These are indigenously built reservoirs to store water to be used for household consumption and drinking purposes.

• Taanka
It is a traditional rainwater harvesting technique indigenous to Thar desert, Rajasthan.
The cylindrical paved underground collects rainwater which can last throughout the dry season for the entire household.

• Johads
One of the oldest systems prevalent in India, these are small earthen check dams to capture and store rainwater. They help conserve and recharge ground water.

• Zings
Found in Ladakh, these are small tanks that collect melting glacier water; which is used to meet agricultural needs.

Why is China shielding Masood Azhar?

International protection for ISI proxies like Jaish provides China the insurance against terrorist attacks on CPEC infrastructure and the thousands of Chinese working on them.

Since China views India as a competitor, Beijing looks to tie down New Delhi to South Asia using issues like Azhar.

Before Azhar, Beijing had blocked on three occasions India’s moves to designate Jamaat-ud-Dawa chief Hafiz Saeed as a terrorist. But after 26/11 attacks Beijing supported in action against Saeed.

Such tactics are also intended to send out a message to the US, which seeks to build a relationship with India to contain China in the Indo-Pacific.

6th Schedule of Indian Constitution

About Sixth Schedule : The 6th schedule to the constitution of India is for the administration of tribal areas in the following 4 states of North East:

1) Meghalaya
2) Tripura
3) Mizoram
4) Assam

Tribal areas in these states had been constituted as autonomous district. Each autonomous district has a district council of 30 members and also contains separate regional councils.

There are total 10 Autonomous district councils in the sixth schedule tribal areas:

Assam- (1) KarbiAnglong, (2) North Kachar Hills Autonomous District Council, (3) Bodo Autonomous District Council

सरकार ने किसान ऊर्जा सुरक्षा एवं उत्‍थान महाभियान (कुसुम) योजना को शुरू करने की मंजूरी दे दी। इस योजना के लिए केंद्र सरकार 34,422 करोड़ रुपये का वित्त उपलब्ध कराएगी। इसका मकसद 2022 तक 25.75 गीगावाट की सौर ऊर्जा क्षमताओं का दोहन कर किसानों को वित्तीय और जल सुरक्षा उपलब्ध कराना है।

National Policy on Electronics 2019

The Union Cabinet has approved the National Policy on Electronics (NPE) 2019. The policy aims to a) achieve a turnover of $400 billion for the Electronics System design and Manufacturing (ESDM) sector by 2025 and b) generate 1 crore jobs in India. The ESDM sector includes subsectors such as electronic products, electronic components, semiconductor design, and electronics manufacture.
The objectives of NPE 2019 are a) promote domestic manufacturing and export in the entire value-chain of ESDM,
b) Provide incentives and support for manufacturing of core electronic components,
c) Provide special package of incentives to high-tech mega projects,
d) Formulate suitable schemes and incentive mechanisms to facilitate new units and expand existing ones,
e) Promote Industry-led R&D and innovation in all sub-sectors of electronics,
f) enhance skilled manpower in the sector,
g) Create Sovereign Patent Fund (SPF)- this would aid in development and acquisition of IPs in the sector,
h) improve national cyber security profile through electronic value chain initiatives.
NPE 2019 replaces the National Policy of Electronics 2012 (NPE 2012). NPE 2012 aimed at a turnover of about USD 400 billion for the ESDM sector by 2020.

What is evergreening in the context of product patents? Discuss the effectiveness of the Indian patent laws in safeguarding against this practice.

Model Answer :
A patent is an exclusive right granted for an invention, which is a product or a process that provides a new way of doing something, or offers a new technical solution to a problem. In the case of product patent, it gives an exclusive right given to the original inventor of a product for fixed years (usually 20 years).

Evergreening:
When brand-name companies patent “new inventions” that are really just slight modifications of old products, it’s called evergreening. It is mostly used in the context of pharmaceuticals, as the practice is rampant in the industry. This is because once the patent protection expires after 20 years, generic cheaper versions of the drugs compete in the marketplace. Original drug manufacturers seek to restart the 20-year cycle of exclusivity by subsequently filing patents that are minor variants of the parent compound, called secondary patents. This practice is known as evergreening, and seeks to extend monopolistic production of the drug.

India's patent regime:
In India, The Patents Act, 1970, later updated with 2005 amendment, is the legislation covering patents.
Patents are granted for a maximum term of 20 years.
India's patent law has provisions to guard against unethical practices such as evergreening. Significant provisions include:
Section 3(d) of the Patent Act, 1970, which was introduced in 2005. It does not allow mere discovery of a new form of a known substance, or new property/use for a known substance or etc. to be accorded a patent.
Section 2(1)(ja) of the Patents Act requires that the product in question must feature a technical advance over what came before that’s not obvious to a skilled person.

Impact of Indian patent regime on evergreening:
Success:
The Indian patent law, especially through the application of section 3(d), makes evergreening of patents difficult in India (in contrast to many other developed countries). Secondary patents for several blockbuster medicines have been rejected by the Indian Patent Office, dramatically lowering prices and expanding access to medicines for important health problems such as cancer, AIDS, asthma and cardiovascular diseases. More than 1700 such patent applications were rejected in the last decade.
India's success in preventing evergreening can also be seen in, and has aided, the growth of India generic drug manufacturing industry.

Failures:
High error rate: Studies have found that evergreening practices may be rampant in India despite the law and the watch. Some studies note that almost 72% of those who got secondary patents between 2009 and 2016 could have been avoided.
Loopholes in the law: While Section 3(d) sets the bar high for secondary patents with the mandated requirement for clinical evidence, others such as Section 3(e) set less well-defined thresholds. Demonstrating requirements under Section 3(e) is relatively easier and companies take this route to avoid section 3 (d).  In order for blockbuster medicines to be accessible, there can be no surer way than to enact strong standards that reject bad patents. Hence, it is important for to plug any loopholes in the laws or the award of patents to maintain the integrity of Indian patent regime.

Project Prerna of Maharastra Government

The Maharashtra government has said over 90,000 farmers in 14 “suicideprone” districts of the State have been provided “counselling” under its project ‘Prerna’.

Prerna, which has been underway since 2015 to stop farm suicides, comprises social workers, psychiatrists and Accredited Social Health Activist Scheme (ASHA) workers who counsel farmers suffering from depression.

It's found in large numbers in Abohar Wildlife Sanctuary in Punjab. ( It's an open wildlife sanctuary. It is occupied by  Bishnoi Community. )
It's Near threatened as listed by IUCN.

In India, hunting of blackbuck is prohibited under Schedule I of the Wildlife Protection Act of 1972. The main causes of its decline numbers are
1 ) destruction of its natural habitat
2 ) barbed wires or cobra wires fenced by farmers
3 ) stray dogs attacks.

NASA Ended Rover's Mission

NASA has announced the end of the Opportunity rover’s mission. Opportunity rolled out on to the Martian surface in 2004, 20 days after its twin, Spirit, had landed on the other side of the Red Planet.

Discoveries:

- Mars was likely wetter and warmer in the past.
- Opportunity was the first rover to identify and characterise sedimentary rocks on a planet other than Earth.
- Opportunity found white veins of gypsum, a telltale sign of water that travelled through underground fractures.
- It also discovered clay minerals that formed in neutral-pH water.

NIA and its functions.

National Investigation Agency (NIA) is a central agency established by the Indian Government to combat terror in India. NIA was created after the 2008 Mumbai terror attacks as need for a central agency to combat terrorism was realised.

• It acts as the Central Counter Terrorism Law Enforcement Agency. The agency is empowered to deal with terror related crimes across states without special permission from the states. 

• The Agency came into existence with the enactment of the National Investigation Agency Act 2008 by the Parliament of India on 31 December 2008.

It extends to the whole of India and it applies also— (a) to citizens of India outside India; (b) to persons in the service of the Government wherever they may be; and (c) to persons on ships and aircrafts registered in India wherever they may be.

NIA Act, 2008, the NIA Special Courts have all powers of the court of sessions under Code of Criminal Procedure, 1973.
